Properties in the north-east corner of the village, on the east side of Springer Creek may experience intermittent service disruptions as we repair a small water leak.

Interruptions are now expected to continue on
THURSDAY OCTOBER 31st 2024
and will affect the following:

Nelson Street
Slocan Street
Springer Street from Park Avenue, northward.
Springer Street between Park Avenue and the Springer Creek dead end.

Public Works will endeavor to keep interruptions as brief as possible and apologize for any inconvenience.

Properties on Slocan West Road (across the river), who are on the Village water system, may experience intermittent service disruptions today as we repair a small water leak.

Disruptions will be minimal (for periods of up to one half hour), and will take place between 11am and 4pm.

WATER UPDATES:

💧Water Update – Friday, August 30

*Boil Water Advisory still in Effect*

The Village will be conducting water main flushing between August 29th and September 6th, 2024. Some residents on certain sections of the transmission system have been contacted, to assist us with this process.

Flushing will be performed in order to:

  • Ensure that fresh, treated water has filled the distribution system and displaced the unfiltered water which entered the system during the treatment plant bypass.
  • To clear deposits and sedimentation.
  • To ensure adequate chlorine residual throughout the system.

Residents have been advised that water service interruptions may occur. These interruptions will be brief.
Residents may experience temporary fluctuations in water pressure, air in lines, and/or discolored or cloudy water. If this occurs, please flush outside hose bibs, cold water taps, and/or bathtub cold water faucets until the water clears (15-20 min).

The boil water notice will remain in effect throughout the flushing process.

Once successful turnover has been completed, the Village will be able to proceed with the required rounds of sampling (2 samples 24 hrs apart, from several different locations around town). If the sampling results come back clean, we can then apply for approval from Interior Health to lift the Boil Water Notice.

We are almost there! Thanks to everyone for their patience.

💧Water Update – Friday, August 23

*Boil Water Advisory still in Effect*

Public Works successfully started transitioning the plant back onto filtration and treatment late this week, and will carefully monitor the system over the weekend to ensure functionality.

Our first set of water tests came back within range for chemical, biological, and metallic contaminants. Although this is positive news, this does not mean we are able to lift the boil water notice yet, as it is only a snapshot – and IHA requires a series of tests to prove safe for drinking.

To rescind the Boil Water Notice, IHA requires us to be able to:

  • – successfully switch back over to filtration and treatment;
  • – flush the system and/or have several turnovers, to ensure the entire distribution system is benefitting from treated water (tests required to confirm this);
  • – once we get to that point, 2 rounds of sampling completed (24 hrs apart), from several different locations around town, must come back clean.

Next week we will begin flushing the lines. We may request residents’ assistance with this process – for example, we may ask everyone to run their taps for “x” amount of minutes at the same date/time. We will let you know! During this flushing process, there may be water service disruptions, in addition to sediments and/or air in the lines. We expect this, and it will be temporary.

Moving forward, once the Boil Water Advisory has been lifted, we’ll still be required to continue elevated testing, in addition to our regular weekly testing. This to ensure all parameters meet drinking water standards. All that said, it is expected that we will be on boil water advisory for another week or two.

💧Water Update – Monday, August 19
As of today, there is still no change to the Boil Water Advisory – we are still waiting for water test results to come in, which are expected this week. Please see below for further information.

💧Water Update – Thursday, August 15
Residents have been asking about the Village water system, and yes – the Boil Water Advisory is still in effect.

This week, Public Works performed required maintenance on the filtration system in preparation to switch back over, and water testing has commenced.The raw creek water must be tested prior to switching back over to filtration, to give us a starting point. This comprehensive water quality test screens for biological, chemical, and metallic contaminants. Results of this testing will determine the level of filtration and treatment required to bring the plant back online. Once back online, there will be a process to flush raw water out of the distribution system. We will be required to continue testing for a period of time, which will be determined by Interior Heath based on the test results. Once satisfactory, the Boil Water Advisory can be rescinded.

As we prepare to switch the plant back online, we appreciate everyone continuing to follow posted sprinkling times (7am-9am and 6pm-9pm). Thank you!

COMPREHENSIVE WATER TESTING INFO –
WHAT DOES IT TEST FOR?
This drinking water potability package includes the following test parameters listed below:
Total Coliforms, E.coli – Exists naturally in soil, water, and vegetation. Nearby septic systems, sewage discharges, and domestic or wild animal life can promote coliform growth. Most coliform bacteria will not likely cause any illness. However, these bacterias are used as indicators in water tests because their presence shows if disease-causing organisms (pathogens) could also be in the water. E.coli is considered the type of coliform that is the best indicator of fecal contamination with the possibility to carry pathogens. The total coliform bacteria test is a primary indicator of “potability”, or suitability for consumption, of drinking water.
Background Growth – Usually seen as yellow colonies. An indicator of a general bacterial population in a sample. This can lead to many other health concerns. Any microbiological test can determine if there is bacterial background growth.
Anions – These compounds include Chloride, Fluoride, Nitrate, Nitrite, and Sulfate. Each of these compounds has different symptoms and effects to our body. If enough organic and inorganic salts enter into the water system, they make the water toxic and poisonous to drink. Provides the Cation-Anion Balance.
Total Metals – This includes: Aluminum, Antimony, Arsenic, Barium, Boron, Cadmium, Calcium, Chromium, Copper, Iron, Lead, Magnesium, Manganese, Mercury, Potassium, Selenium, Sodium, Uranium, Zinc.
Arsenic – Even low amount of this can kill a human. You cannot smell, taste, or see arsenic in water. This is a common contaminant around BC.
Chemical and General – Alkalinity, Ammonia, Color, Conductivity, Corrosivity (Calcium Carbonate saturation/ Langelier’s index), Cyanide, Hardness, Organic Nitrogen, pH, Phosphorous, Strontium, Temperature, Total Dissolved Solids, Total Kjeldahl Nitrogen, Total Organic Carbon, Turbidity, and UV Transmittance.

To achieve this, we are crafting a Regional Parks, Trails, and Water Access Strategy for the next 10 years to help inform planning, decision-making, and management of the Regional Parks and Trails Services.

The strategy will aim to:

  • Assess current parks, trails, and water access areas
  • Evaluate their effectiveness in meeting community needs
  • Identify future opportunities
  • Develop a plan for implementation

Slocan Celebrates New Court ~ October 30, 2023

Thank you to all who joined in to celebrate the ribbon cutting ceremony for the Village’s new multi-sport court! Community members and Village Council were in attendance, as well as representation from Columbia Basin Trust and the staff and students of WE Graham Community School.

The new court includes tennis, pickleball, basketball and hockey, and the ice rink kit for winter skating.

We would like to extend many thanks to Columbia Basin Trust for making this project possible, through their Community Outdoor Active Recreation Grant Program, and to our other project partners including Selkirk Paving, Transformation Developments, Arrow Landscaping, Flex Court Canada, EZ Ice Rinks, and the Slocan Outdoor Rec Committee.

Potential candidates are reminded that in order to run as a candidate, you must be nominated by two (2) people who are qualified to vote either as resident or non-resident property electors in the Village of Slocan.

SINIXT IN THE SLOCAN: The Last 3,000 Years

We are pleased to announce this booklet is now available for purchase at the Village Office ($10).
 

The booklet is divided into three sections written by four authors. Archaeologists Nathan Goodale and Alissa Nauman of Hamilton College in Clinton, New York, report on the results of their on-site investigations at Slocan Narrows since 2000. Cole Harris, UBC Professor Emeritus of Historical Geography, describes Sinixt life in the valley in the period just before the devastating smallpox epidemic of the early 1780s, then follows their movements until about 1900. Selkirk College anthropologist Lori Barkley takes the reader from 1900 to the present, writing of the return of the Sinixt to the valley. Although unknown until recently by the settler society that displaced them in the 19th century, the Sinixt have lived in the Slocan Valley for the last 3,000 years, perhaps much longer. Drawing on recent archaeological investigations and up-to-date historical knowledge, the Slocan History Series has released its eighth booklet, Sinixt in the Slocan: The Last 3,000 Years.

Columbia Basin Climate Source is a one-stop shop for climate change information relevant to communities in the Columbia Basin-Boundary region. It provides fine-scale climate projection data for Basin-Boundary communities, regionally-relevant impacts information, a database of local climate action examples, resources to inspire further action, and clear guidance on how to make sense of climate science.

The site was produced via a partnership between Columbia Basin Trust’s Climate Action Program and Selkirk Innovates, and made possible with funding from the Columbia Basin Trust and Selkirk College researchers developing the site.

At the April 26th Special Meeting, Council received a presentation on the Draft Financial Plan from the CFO, and gave first three readings to the Five-Year Financial Plan (2022-2026) Bylaw and 2022 Tax Rate Bylaw. The bylaws will be considered for adoption at the regular meeting of May 9th.

The Applicant, Weed Be Delighted, has applied to the Liquor & Cannabis Regulation Branch (LCRB) for a Non-Medical Cannabis Retail Store (CRS) Licence, proposed to be located in the upper level of 519 Harold Street;
Unit B, in the Village of Slocan.
As part of the application process, the Licensing Branch is seeking approval from the Village. Prior to considering approval of this licence application in principle, Slocan Council wishes to seek comments from the public.

SLOCAN FITNESS CENTER CLOSURE

Due to the new COVID-19 measures issued by the PHO to mandate proof of vaccination, the Slocan Fitness Center will be closed, effective immediately. This closure will remain in effect until such time restrictions ease, and proof of vaccination is no longer required to enter the facility.This decision was made by Slocan Council at their regular meeting of Sept. 13, with the input of the Slocan Fitness Center Advisory Commission.

The Village is keeping a very close watch on the situation, and are maintaining close contact with the RDCK Emergency Management team, who will advise us as we go. Slocan is under the umbrella of the RDCK emergency service, and we trust/rely on their expertise to keep Slocan apprised and safe. Any emerging information will be posted out.

2021 WOOD STOVE EXCHANGE PROGRAM                          

Since 2009 the RDCK has been collaborating with local municipalities to help residents save money and improve local air quality through the Wood Stove Exchange Program. The RDCK is one of 20 regions across BC to receive funding from the Province and the BC Lung Association to administer a local wood stove exchange program. All RDCK electoral areas and municipalities have also committed ‘top-up’ funding, bringing the total value of rebates to between $350 – $800 (depending on the type of new appliance installed and location of the property within the RDCK). Approximately 50 rebates are available on a first-come, first- served basis.

100% RENEWABLE KOOTENAYS –

The Village of Slocan, along with the RDCK, Castlegar, Kaslo, Nelson, New Denver, Rossland, Silverton, Slocan and Warfield have made the commitment to transition to 100% renewable energy by 2050. Each community is hosting a webinar this November for the public to learn more about the plan and to provide input.

The nine local governments are collaborating to finalize the draft, West Kootenay 100% Renewable Energy Plan, to build on the region’s clean energy achievements and work toward a carbon neutral future. The goal is to have any remaining energy use coming from renewable sources to create healthier and safer communities, stronger economies with better careers, and cleaner energy use locally.

The renewable energy plan focuses on transportation, heating and cooling buildings, electricity, and waste management.

You are invited to join the public webinar to provide your feedback on the priorities for the renewable energy transition in your community. The full schedule of webinar dates for each community are available online at www.westkootenayrenewableenergy.ca.

SLOCAN VALLEY WILDFIRE RESILIENCY PROGRAM –
FIRESMART SURVEY

The Village of Slocan has been actively working with the Villages of Silverton and New Denver to reduce wildfire risk in our communities. With grants from UBCM and the help of SIFCo (Slocan Integral Forestry Cooperative) we have funding available to help residents undertake fuel mitigation activities on their private property. Public Works have reported the repair is now complete; however, restrictions will remain in place until noon tomorrow (Aug. 26) so the reservoir can refill. At this moment in time, levels are very low and water still going out at a rapid rate. Please avoid unnecessary use of water until tomorrow, especially the watering of gardens.

The water advisory has now been cancelled, and residents may resume regular water use. Just a reminder that daily sprinkling restrictions are still in effect for lawn and garden watering, permitted between the hours of 7am-9am and 6pm-8pm.

SLOCAN COUNCIL – Special Meeting of July 30th, 2020:

At an historic special meeting this afternoon, Council, by unanimous vote, gave first three readings to the Village of Slocan Loan Authorization Bylaw 2020, ultimately being the first step required to work towards purchase of the mill site property – and the official announcement that Council has submitted an offer to purchase the site, subject to financing and other regulatory conditions. Council recognizes the importance of the site – not only for the future of the community, but for the region as a whole. The 19.22 acre property presents an incredibly unique opportunity, and holds tremendous social, environmental, and economic value to Slocan Valley residents. Council looks forward to working with the community on a long-term, sustainable vision for Slocan!

SIFCo To Begin Wildfire Home Preparedness Project this Month

Slocan Integral Forestry Cooperative (SIFCo), in partnership with the Villages of Silverton, New Denver, and Slocan is rolling out a new Wildfire Home Preparedness Project that aims to conduct a baseline snap shot of residents’ current awareness of wildfire risk to their properties and their barriers to completing risk reduction activities within the Wildland Urban Interface (WUI) boundary of the Villages. The initial work will be conducted by SIFCo personnel during business hours who will canvas door to door the homeowners in New Denver, Silverton and Slocan. Personnel will capture a general impression of how well each home is aware of wildfire risk, a home’s level of preparedness, and what concerns or issues homeowners have related to preparing for a wildfire event.
The wildfire threat to the Villages of the Slocan Valley has been well documented in the recently completed 2019 Community Wildfire Protection Plans (CWPP). The high risk rating of the surrounding landscape identified in the CWPP and the recent wildfire seasons in 2017-2018 underscore the need to take action by fully assessing our risk and level of preparedness. The door-to-door survey will provide valuable data to inform decisions about wildfire management support programs in the Slocan Valley.
This project is intended to be among the first steps in supporting local homeowners to prepare for wildfire risk within the Slocan Valley. For second home owners or residents who may miss the opportunity, they can contact the Wildfire Resiliency Program directly using the contact details below.

SHOWCASING OUR HISTORY . . .

Is a project by the Slocan Valley Historical Society, which was funded in part by the Columbia Basin Trust and Heritage BC thorugh the Built Heritage Grants.

Two display cabinets in Council Chambers highlight the mining boom, and the two silver trophies that call Slocan home. This is the first of many rotating displays that the Society has planned over the coming months and years. The second planned display will highlight the Japanese culture that arrived during WW2, and will coincide with the dedication ceremony on the re-furbished Buddhist Memorial in Slocan this summer.

Visitors are welcome to view the displays during regular office hours (9am – 4pm, Monday-Thursday). If residents have small items they would be willing to lend the Society for a display, they are encouraged to contact the Society at 250-355-2230 or slocanhistoricalsociety@yahoo.ca.

The Village of Slocan is now part of the Recycle My Cell Program!

The Village of Slocan has joined Recycle My Cell, Canada’s free cell phone recycling program, making it easy to dispose of your old devices responsibly. A drop off box is located at the Village Office, where old wireless devices and their accessories will be accepted, regardless of brand or condition. After your device is received, it is sent to a processor (at no charge to the Village) where it can be refurbished or broken down and recycled. The Village of Slocan encourages members of the community to help protect the environment by recycling their old cell phones and accessories, keeping them out of our landfills. Help the Village of Slocan go green by dropping off your old cell phones.  Accepted items include:

  • Smart phones
  • Wireless PDA’s
  • Pagers
  • All related batteries and accessories

We are pleased to announce that the Village, in partnership with the RDCK, have been successful with its funding application to implement the FireSmart Program in Slocan.

The RDCK has successfully hired Wildfire Mitigation Specialists to be located sub-regionally, to provide outreach FireSmart education and property assessments using the FireSmart Home Partners Program and to support communities through the FireSmart Canada Community Recognition Program. FireSmart programs will be run in all electoral areas of the Regional District over the next few months.

We remind residents that water restrictions are still in effect. Due to hot and dry weather conditions, our plant continues to experience heavy water demand. We urge residents to adhere to permitted sprinkling times: 7am-9am and 6pm-8pm. This allows our reservoir to recover and our works crew to perform mandatory plant maintenance.

June 21, 2017 SLOCAN VALLEY ECONOMIC DEVELOPMENT STRATEGY

 

In 2016, the Villages of Slocan, Silverton, New Denver and Area H submitted a joint application to the Rural Dividend Fund, for recruitment of a consultant to complete an Economic Development Strategy for our Region. The main objective to this project was to develop a multi-year, regional strategy with tangible, capacity-appropriate projects and an associated action plan.
Through a Steering Committee selection process, EDCD Consulting was hired to complete the strategy. The Steering Committee consisted of one elected official from each participating community, along with senior supporting staff (CAO’s). Public engagement sessions were hosted to collect input from the public, as well as completion of an ED Survey.
The Steering Committee received the draft report documents from the consultants which included a summary of input and data collected at the public engagement sessions, and a structure recommendation report. In May, the Final Report – Report Three: Economic Development Strategy and Implementation Plan – was released. The creation and implementation of a regional strategy will assist with the stabilization of the economy by identifying ways to save and enhance existing businesses in both the short and long term. It will identify opportunities for job creation, business retention and business expansion.

REQUEST FOR PROPOSAL OPPORTUNITY:

RFP-17-001 – WATERFRONT DEVELOPMENT STRATEGY, CONSULTANT SERVICES

The Village of Slocan has significant public use areas on its waterfront. These areas are utilized year round and are most popular during the summer months. The waterfront is becoming increasingly popular with multiple user groups, who access public infrastructure including a public beach park with picnic areas and washroom, beach volleyball court, swim dock, boat launch, breakwater, gazebo, and the Slocan Lake trailhead for the Slocan Valley Rail Trail. The area is also comprised of multiple land owners, both public and private.

The Village is seeking to recruit a professional consultant, to create a long-term waterfront management and development strategy for the waterfront areas located west of the mill site. The consultant will host stakeholder and community engagement sessions and analyze existing and new-found data to create a design plan and implementation strategy. Data compiled will include landowner information, traffic patterns and parking needs, existing and potential future uses, climate change impacts, and local/regional economic development benefits. The waterfront design plan and strategy will provide the Village and other stakeholders with a toolkit for moving forward with future development of the waterfront park area, and will plan for the health and longevity of the Slocan waterfront.

Proposals will be accepted up until 4:00pm on Monday, May 15th, 2017.

The Commission has partnered with the Slocan District Chamber of Commerce and RDI to create a survey for home-based business. The results of the survey will help the SVEDC and Chamber respond to the needs of home-based businesses.

COMMUNITY INITIATIVES GRANT PROGRAM

Applications are now being accepted for the CIP/AAP Program.
The Program supports projects identified as priorities within individual communities and is designed to help address the needs of Columbia Basin communities. Program funds are distributed once a year to CBT’s local government partners (Slocan included).

Registered and non-registered, non-profit and not-for-profit societies, groups, and organizations in good standing are invited to submit a project proposal.

Proposals are welcomed from January 8th to February 28th, 2017 and must be submitted using the Application Form provided in the link below. Application forms are also available at the Village Office.

WEST KOOTENAY TRANSIT SURVEY

BC Transit, in collaboration with the RDCK, are proposing new transit service connecting rural communities (Slocan included) within the RDCK to Nelson. The survey will assist in developing additional transit services proposed for implementation in August 2017.

SLOCAN: This proposal includes potential changes to Slocan pick-up/drop-off times and added days/routes.

June 15, 2016 We are pleased to announce that grant funding has been approved for our Cemetery Mapping Project! The scope of this project is to develop an up-to-date digital cemetery database and cemetery web-mapping and management application, for both internal and external users. Village staff can utilize this system to track, plan burials, and update records as needed. Members of the public can log on to search for burial location of a loved one or for genealogy research. Ground penetrating radar can confirm location of unknown burials and solidify historical records. Funding for the project is an estimated $10,000; CBT has contributed $5k and the remaining $5k has been awarded through the RDCK Community Development Grant Fund. We estimate the project will be complete by Fall 2016.
May 12, 2016 The Village of Slocan is pleased to announce the acceptance of our JCP Application to complete upgrades to the campground and waterfront! This is a $120K project, funded by the Government of Canada and Province of BC, with $40k worth of in-kind and cash supports. This is Phase II of the Slocan Tourism Enhancement Project.

COMMUNITY VOTER’S CHALLENGE!

The Village of Slocan has been invited to participate in the 2015 Voter’s Challenge. The goal of this challenge is to increase voter turnout for the Federal Election on October 19th. According to Elections Canada, approximately 62% of those aged 18-34 did NOT vote in the 2011 Federal Election. We want to encourage our residents of all ages (18+) to cast their ballots!

The organizers will calculate the percentage of voter turnout for each participating community, comparing the previous election results with the upcoming results. The largest increase wins. Prize for the winning community has yet to be announced but there has been talk about a special guest appearance. Rick Mercer has been invited by the organizers to do a “political rant” in the winning community but has not yet been confirmed!

The Village of Slocan welcomes residents of Slocan to join Council at a Committee-of-the-Whole Meeting scheduled for January 21st to discuss the 2014 Budget.

The City of Castlegar wishes to introduce to the local government partners of the West Kootenay Boundary Regional Hospital District, which includes the Village of Slocan, a proposal for the development of a strategic planning initiative regarding the future of investment in acute health care planning for the region.

Slocan Village Council has scheduled a public meeting for January 20, 2014 at 7:00 p.m. at the Village Office for discussion and the development of a Village of Slocan position on acute health care.

Residents are asked to consider the following three questions to help Village Council develop the content of the Village’s position on the proposed strategic plan.

  1. Does your community support proceeding with multiple studies in partnership with Interior Health to advance acute care planning and potential future capital investments within the region?

  2. What are the top three acute care issues in your community?

  3. Acknowledging the authority and responsibility of the Regional Hospital Board, what recommendation[s] does your community make to the Hospital Board for their future considerations?

Your responses can be either presented verbally at the January 20th meeting or in writing (e-mails accepted). Please send your response to Jack Richardson CAO, PO Box 50, Slocan BC, V0G 2C0 or to cao@villageofslocan.ca. Deadline for written submissions is February 4, 2014.

RESIDENTIAL GARBAGE WILL BE PICKED UP ON:

COMMERCIAL GARBAGE WILL BE PICKED UP ON:
TUESDAY, DECEMBER 24th, FRIDAY, DECEMBER 27th,
TUESDAY, DECEMBER 31st, and FRIDAY, JANUARY 3rd.

BUILDING INSPECTION SERVICES WILL BE AVAILABLE ALL THURSDAYS IN DECEMBER (11am – 12pm) EXCLUDING THE 26th.

ACUTE CARE PLANNING STRATEGIC INITIATIVE

At the December 9th meeting, Council agreed to circulate an Acute Care Planning Strategic Initiative information package prepared by Jim Gustafson on behalf of the City of Castlegar. The City of Castlegar wishes to introduce to the local government WKBRHD partners a draft strategic plan regarding the future of investment in acute care planning for the region. A public meeting will be scheduled for January 2014 for further discussion and the development of a Village of Slocan position on acute care.

Western Screech Owl Project
Are you interested in participating on the Western Screech Owl Project Committee?

The concept of the Screech Owl Project is to create an interesting, low-cost, low-maintenance and environmentally educational self-directed ‘owl walk’ in the Village of Slocan, utilizing the Slocan Valley Rail Trail. The walk will accommodate visitors, residents, school groups and nature enthusiasts, and will include interpretive signage panels to educate the public about all aspects of the endangered Western Screech Owl habitat.

Social Media tools are quickly becoming commonplace to local governments in an effort to communicate effectively with the public. Our Slocan Mayor and Council has indicated a desire to explore these avenues and wish for the public to come forward with their comments and concerns about the draft “Social Media Policy” listed above. April 8, 2013 Nick Verigin presented Mayor Madeleine Perriere and Council, at the April 8th regular Council meeting, with the gift of a portrait; that of Mrs. Emilie Popoff, Slocan’s first female mayor (1946). Verigin requests that the portrait be kept at the Village Office to ensure its preservation. A warm thank you goes out to Nick Verigin for his generous donation.

Wildland forest fires are capable of spreading at an astonishing rate. Crowning forest fires often spread at up to 5.5 km per hour, with spotting as far as 2 km ahead. Wind blown grass fires can spread at speeds up to 8.8 km per hour.In British Columbia, an average of 48% of all wildfires are caused by human activity. Wildfire is also a natural phenomenon. Nearly 52% of BC’s wildfires are caused by lightening strikes. Over the last several centuries, large areas of BC have been burned over repeatedly. Over the last 10 years, on average over 2,500 wildfires were started in BC each year, consuming over 25,000 hectares of forested land annually. Thousands of families were recently evacuated from their communities and hundreds of homes destroyed.

If you live in Slocan or surrounding area, sooner or later you may have to contend with the spread of wildfire. The best protection against loss, damage or injury due to wildfire is prevention.
