HAROLD STREET NORTH –
DOWNTOWN REVITALIZATION PROJECT

BACKGROUND:

CONCEPT PLAN
In 2018, the Village completed a Conceptual Design Plan for improvements and beatification of the downtown business corridor – Harold Street North. The Plan was funded by a successful application to the Rural Dividend Fund, and completed in partnership with Selkirk Planning & Design and Larch Architecture. Extensive community consultation was conducted at this stage of the project – including a site visit, walking tour, open houses, conversations with local businesses, and other community feedback.

DETAILED DESIGN PLAN
Following completion of the Concept Plan, the Village was successful with a submission to the Rural Dividend Fund, for completion of a Detailed Design Plan for the Harold Street North Revitalization Project. Lawson Engineering was procured to complete the Plan, which involved civil, electrical and landscape engineering works, materials/quantities, cost estimates, and tender documents for future implementation. In addition, a detailed survey of the project site was included to accurately document topography, and locate all existing infrastructure, buildings, and lot lines. As identified in the Conceptual Design, the Detailed Design addressed parking, sidewalks, landscaping, and overall beautification, taking into consideration the Village’s drainage solution and ageing infrastructure priorities. The Detailed Design Plan was successfully completed in 2023.

CONSTRUCTION
Phase One Works –
At the end of 2024, the Village was successful with a submission to the Rural Economic Diversification & Infrastructure Program (REDIP) for completion of Phase One Works – implementation of Harold Street West. intended outcomes included upgrades to parking, water infrastructure, stormwater infrastructure, hardscape, softscape, landscape, electrical, and road resurfacing, on the west side of the one-block section of Harold Street between Delany and Ward.

Phase Two Works –
In 2025, the Village applied for and was successful with its funding application to the Strategic Priorities Fund (SPF) for completion of Phase Two Works – implementation of Harold Street East, to be completed simultaneously with Phase One, to save on costs and access efficiencies. Intended outcomes will mirror those of the west side.

In addition to funding received through REDIP and SPF, we are pleased to announce that the Village received additional funding through Columbia Basin Trust’s “Gathering Area and Town Hub Enhancement and Revitalization Program” (GATHER).

Council has committed to its contribution from the “Growing Communities Fund” – funds provided by the Province to support the delivery of infrastructure projects necessary to enable community growth.
